About this opportunity
The Kentucky Transportation Cabinet (KYTC), Division of Purchases, issued a Request for Bid (RFB) on August 3, 2021, seeking Distance Measuring Instruments (DMI), specifically the NITESTAR NS-60 model, for use by the Division of Maintenance and all twelve KYTC districts. The solicitation encompasses eight line items including distance measuring instruments, electronic sensors, wiring harnesses, proximity sensors, installation kits, adapters, and GPS equipment, with estimated usage quantities ranging from two to 151 units depending on the specific component. Vendors must bid all line items to be considered for award and must submit actual bid prices and delivery timeframes electronically through the Kentucky e-Procurement system; bids are due August 17, 2021, at 1:30 p.m. Eastern Time. Written questions must be submitted by August 9, 2021, at 3:00 p.m., with Commonwealth responses provided by August 10, 2021, at 7:00 p.m. The evaluation will utilize a best value ranking approach allocating 95 points for price and 5 points for delivery, with the tentative award date of September 1, 2021. The resulting master agreement will have an initial contract period from September 1, 2021, through August 31, 2022, with four optional one-year renewal periods available. All quotations must be F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all shipping charges, and price increases are prohibited during the first twelve months with only one increase permitted during the contract period if supported by documentation of industry-wide cost changes.
Kentucky resident bidders receive reciprocal preference, and qualified entities including Kentucky Correctional Industries (20 percent preference) and other qualified nonprofit organizations (15 percent preference) are eligible for additional preferences in accordance with KAR 200 5:410 and KRS 45A.490-494. All vendors must be registered in the Commonwealth's Vendor Self Service System prior to submission, with registration requiring 24-48 hours for completion. Bidders are required to submit a notarized Annual Affidavit certifying compliance with Kentucky campaign finance laws, sales and use tax registration requirements, state tax obligations, and boycott prohibitions under KRS 45A.607, as well as confirming that neither they nor their subcontractors have violated prohibitions in KRS 11A.236 during the previous ten years. The solicitation documents do not identify an incumbent vendor or specific budget range; however, the eight-line-item bid sheet provides manufacturer part numbers and commodity codes to ensure vendors submit quotes for equipment meeting the specified technical requirements. Interested vendors should contact Amanda Lewis at 502-782-4003 or Amanda.Lewis2@ky.gov for procurement-related questions.
