About this opportunity

The Town of Burlington, Massachusetts is soliciting sealed proposals for the disposition of surplus municipal property located at 0 Polk Street, Burlington, MA 01803 (Assessors Map ID 34-31-0). The 0.057-acre residential-zoned parcel, containing approximately 2,615 square feet with 25 feet of frontage and currently assessed at $14,400, has been in Town ownership since a 1978 tax taking and was approved for disposition at the January 26, 2026 Town Meeting. Proposers must submit sealed bids for outright purchase and transfer of fee interest in the property by 10:00 AM on June 22, 2026, to the Chief Procurement Officer at 29 Center Street, Burlington, MA 01803, with public opening and reading of proposals occurring immediately thereafter. The property is being conveyed on an "as-is" basis without warranties or representations regarding condition, buildability, or fitness for any particular purpose, and will be transferred by quitclaim deed free from encumbrances except provisions of building and zoning laws, current year taxes not yet due, and any recorded easements or restrictions. The Town reserves the right to reject any and all bids or waive any informality if deemed in the Town's best interest. A public hearing is scheduled for June 8, 2026 at 6:00 PM in the Main Hearing Room at 29 Center Street, with written questions due by June 10, 2026 at 7:00 PM, and the Select Board approval hearing scheduled for July 13, 2026 at 6:00 PM. Qualified proposers must demonstrate financial ability to complete the purchase, provide documentation upon request, execute a purchase and sales agreement within 90 days of award, and must not be current Town employees or officials; additionally, any real estate broker commissions shall be the sole responsibility of the proposer.

There are no designated set-asides or restrictions limiting proposal eligibility to specific organization types, disadvantaged enterprises, or socioeconomic categories identified in the procurement documents. The opportunity does not reference any incumbent vendors, current contractors, or existing infrastructure requiring integration, as this is a property disposition transaction rather than a service or goods procurement. No estimated value or valuation range beyond the current assessed value of $14,400 is provided in the procurement documents; however, the award will be made to the highest responsive and responsible proposer in accordance with Massachusetts General Laws Chapter 30B, Section 16. The actual purchase price will be determined through competitive sealed bidding, with all proposals evaluated on a price-based criterion without additional qualitative scoring factors. All inquiries and correspondence should be directed to Rachel Leonardo, Chief Procurement Officer, at rleonardo@burlington.org, and the Town's procurement office maintains specified hours: Monday, Tuesday, and Thursday from 8:30 AM to 4:30 PM; Wednesday from 8:30 AM to 7:00 PM; and Friday from 8:30 AM to 1:00 PM.
