About this opportunity
The National Institute of Standards and Technology (NIST), a federal agency under the Department of Commerce, is requesting quotations for disposal of chemical waste (hazardous and non-hazardous) and emergency response support services at the NIST Gaithersburg, Maryland and Boulder, Colorado campuses, plus an annual waste pickup at the NIST WWV/WWVB broadcast facility near Fort Collins, Colorado, with quotations due June 26, 2026 at 11:00 a.m. Eastern Time under RFQ 1333ND26QNB150176. This is an unrestricted solicitation open to all interested parties.
NIST will award a hybrid fixed-price and time-and-material contract to the responsible offeror providing the best value. The initial term is five years and six months with an option to extend for up to six additional months under prevailing labor rate adjustments. Place of performance includes the Gaithersburg site (nearly 600 acres, over 60 buildings, over 1,000 research laboratories) and the Boulder site (approximately 200 acres, 23 buildings), with administrative oversight at both locations.
Scope encompasses waste accumulation, characterization, labeling, packing, manifesting, transportation, and disposal for complex laboratory chemical waste streams. Offerors must submit fixed unit pricing for each line item using a provided pricing spreadsheet; historical fiscal year 2025 waste collection data will be provided for reference. A four-hour emergency response capability is mandatory.
EPA Part A and/or Part B Treatment, Storage, and Disposal Facility (TSDF) permit compliance is a mandatory go/no-go determination. Offerors must demonstrate five years of corporate experience with similar complex laboratory chemical work, maintain offices within 50 miles of both campuses with key personnel meeting minimum qualifications, hold OSHA HAZWOPER training and DOT hazardous materials certifications for drivers and chemists, carry liability insurance with minimum coverage of $1 million, and provide documentation of compliance violations or citations from EPA, OSHA, or DOT in the past twelve months or attest to no such violations. Large business offerors must submit small business subcontracting plans. Evaluation criteria weight non-price factors significantly more important than price. Quotations should be submitted electronically to Contracting Officer Robert Singman.
