About this opportunity

The City of Tampa's Department of Solid Waste & Environmental Program Management is requesting sealed bids for disposal facility services for waste tires from McKay Bay Transfer Stations under a three-year term, with bids due October 30, 2026 at 3:00 p.m. A 5% bid discount (up to a maximum of $10,000) is available for City of Tampa certified Small Local Business Enterprises (SLBEs).

Bidders must quote a per-ton unit cost for three tire categories: passenger vehicle tires without rims (estimated 6,000 tons), passenger vehicle tires with rims (750 tons), and truck and oversized tires (105 tons). The awardee must accept tires seven days per week between 7:00 a.m. and 5:30 p.m. (4:30 p.m. on Wednesdays and Saturdays) and maintain 24/7 contact availability. The facility must be permitted under Florida Rules 62-701 and 62-711, located within 50 miles of the Transfer Stations at 112 South 34th Street and 120 South 34th Street, and possess documented capacity to handle all City materials with no outstanding compliance issues. Bidders must demonstrate three years of experience in similar disposal services.

Prices must be firm for the first year; thereafter, escalation is limited to the previous year's CPI-U percentage change. The contract includes options for renewal by mutual written agreement for two additional two-year periods, plus unilateral City extension rights for up to three additional thirty-day periods. Submission is through the OpenGov eProcurement Portal. The award will be made to the lowest responsive, responsible bidder.
