About this opportunity
The City of Tampa's Department of Solid Waste & Environmental Program Management is requesting sealed bids for waste tire disposal services at an awardee-operated, Florida Department of Environmental Protection–permitted facility, with bids due September 4, 2026. This is a sheltered-market solicitation reserved exclusively for Small Local Business Enterprises (SLBEs), with a 5% bid discount available to city-certified SLBEs, not to exceed $10,000.
The scope covers disposal of approximately 2,000 tons of passenger vehicle tires without rims, 250 tons with rims, and 35 tons of truck and oversized tires sourced from the City's McKay Bay Transfer Stations at 112 and 120 South 34th Street, Tampa. The awardee's facility must be located within a 50-mile radius and operate Monday through Saturday, 7:00 AM to 5:30 PM (4:30 PM on Wednesdays and Saturdays), excluding Sundays and holidays. Bidders must submit separate per-ton pricing for each tire category; all costs must include transportation, taxes, and compliance with local codes, Florida Department of Environmental Protection policies, and OSHA standards.
The estimated contract value is $300,000. The initial contract term is three years from award, with options for renewal by mutual written agreement for up to two additional two-year periods. The City also reserves the right to unilaterally extend for up to three additional 30-day periods.
Bidders must demonstrate a minimum of three years' experience in waste tire disposal and provide documentation of facility permits, licenses, compliance history, sufficient capacity, and Florida business licensure. Sealed bids must be submitted electronically through the OpenGov eProcurement Portal by 3:00 PM on September 4, 2026. Bidders must complete DMI Forms 10 and 20 with their bids; Form DMI-40 is required within ten working days after Notice of Intent to Award if subcontractors are utilized. Award will be made to the lowest responsive, responsible bidder.
