About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for a statewide master agreement to supply disposable nitrile and vinyl gloves, powder-free, to all State of Maine agencies and facilities, with quotations due May 13, 2019 at 4:00 p.m. Eastern Standard Time.

The scope encompasses 35 catalog items across eight product groups: medical-grade nitrile exam gloves in 4-mil thickness; food-grade nitrile in 3 to 3.5-mil specifications; heavy-duty 6-mil nitrile gloves; industrial-grade white nitrile; black nitrile for mail handling and administrative tasks; and vinyl foodservice gloves in 3-mil thickness. All gloves must be available in sizes XS through 2X and specified colors (blue, white, black). Vendors must bid all sizes within each group without splitting. Products ship as boxes containing 100 gloves each. All gloves must include product specification sheets documenting mil thickness, color, and grade. Delivery is required statewide to all State of Maine facilities with no minimum delivery requirements.

The anticipated contract period runs from July 1, 2019 through June 30, 2020, with options for three additional one-year renewals through June 30, 2023. The estimated total contract value is $100,000 based on previous calendar year sales data, provided for reference only with no guarantee of future order volumes. Based on 2018 usage reports, historical pricing ranges from approximately $1.83 to $5.98 per box depending on product type and grade.

Pricing must be net and FOB destination with no minimum order requirements; vendors must ship individual boxes at the quoted price without surcharge regardless of payment method, including acceptance of the State's procurement card. The Division may award one or multiple vendors based on best value determination and reserves the right to reject the lowest bidder if documented poor performance or previous contract termination occurred within the past five years. Awarded vendors must extend contract pricing to Maine municipalities, political subdivisions, and school districts, and submit quarterly sales reports within 30 days of each calendar quarter end. Samples may be required prior to award at no cost to the State. Quotations are submitted through AdvantageME/Vendor Self Service.
