About this opportunity

The Greater Dayton Regional Transit Authority (RTA) is soliciting bids for disc brake kits, calipers, rotors, and hardware under IFB No. GD 26-51, with bids due electronically via OpenGov by 10:00 a.m. Eastern time on October 29, 2026 and a public bid opening at 4 S Main Street, Dayton, Ohio 45402. The RTA has set the DBE participation requirement at zero percent but welcomes DBE involvement.

The scope encompasses genuine Meritor OEM brake components for 30-foot, 35-foot, and 40-foot buses across a five-year fixed-price contract term. Annual estimated quantities for 35/40-foot buses include 145 minor kits, 45–55 major kits, 76 calipers, and 170 rotors; for 30-foot buses, 30 minor kits, 15 major kits, 15 calipers, and 30 rotors. The RTA requires pricing as firm unit costs for each line item across all five contract years, with no price adjustments permitted. Core charges for calipers must be identified separately in pricing submissions.

All bidders must comply with extensive federal requirements including Buy America provisions for steel and iron products, debarment and suspension certifications, civil rights compliance, and environmental protection standards. Bidders must submit certificates of good standing from the Ohio Secretary of State, W-9 forms, ACH information, SAM.gov exclusion confirmations, and multiple compliance certifications. Contractors must maintain comprehensive insurance coverage including Workers' Compensation with Ohio "Stop Gap" coverage, Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Auto Liability ($1 million combined single limit), and Excess/Umbrella Liability ($2 million), with the RTA named as additional insured.

Contract awards are anticipated within sixty calendar days from the bid opening date. The final date for questions and clarification requests is October 23, 2026. The contract is funded through Federal Transit Administration (FTA) and Ohio Department of Transportation (ODOT) sources.
