About this opportunity
Doña Ana County Office of Emergency Management is conducting an emergency procurement for disaster relief program implementation services following severe flooding September 20–30, 2026, with a sole-source award to the Community Foundation of Southern New Mexico (CFSNM) and proposals due November 8, 2026.
The procurement is restricted to CFSNM as the sole vendor under New Mexico Statutes 13-1-127 emergency authority. The County Board of County Commissioners authorized emergency procurement on October 6, 2026, on the finding that CFSNM is the only known local organization with an established disaster assistance fund and operational capacity to manage urgent community support, making competitive solicitation infeasible. Flooding affected multiple communities including Hatch, Raton, Garfield, Salem, Doña Ana, Anthony, Las Cruces, Placitas, Radium Springs, Mesilla, Hill, and La Union.
CFSNM will administer disaster relief programs and manage rapid deployment of assistance to qualified recipients across the county. The purchase authorization for administrative cost share does not exceed $200,000, funded from the unobligated balance remaining in the Disaster Housing Fund. Assistance will be provided under eligibility criteria, assistance limits, documentation requirements, and administrative provisions previously approved by the Board in Resolution No. 2025-87.
In parallel, Doña Ana County authorized P-Card limit increases to $40,000 each for staff in the Office of Emergency Management, Fire, and Finance to facilitate emergency purchases of necessary supplies and services. The County also authorized use of existing on-call contracts for Flood Control Maintenance, Flood Control Construction, Water and Wastewater Repair and Maintenance, and Security Services without requiring full task order execution prior to work initiation, with documentation to follow. A task order for Flood Event support was received from the State and Local Response and Recovery program on October 2, 2026, and forwarded for execution on October 7, 2026.
