About this opportunity
The Town of Chapel Hill, North Carolina is requesting proposals for disaster management, recovery, and consulting services, with proposals due August 26, 2026 at 12:00 PM EST and vendor questions due August 10, 2026. The Town anticipates awarding contracts to up to two contractors — a Primary and a Secondary — with no committed immediate or annual cost; activation occurs only when needed.
Responding firms must demonstrate completion of at least three disaster management projects within the past ten years and provide references from communities where such work was conducted. Required qualifications include North Carolina Secretary of State registration, E-Verify compliance certification, and absence of debarment in the Federal System for Award Management. Scope encompasses debris monitoring, emergency management planning, training, damage assessment, and coordination with federal and state agencies including FEMA and FHWA. All costs are embedded in hourly rates for specified positions: project managers, operations managers, GIS analysts, field supervisors, and data entry clerks.
The contract extends through June 30, 2027 with two optional one-year extensions. Funding is entirely federal through FEMA, subject to compliance with 2 CFR Part 200 and all federal laws, regulations, and executive orders. Firms must maintain comprehensive insurance: Workers' Compensation ($100,000 employer's liability), Commercial General Liability ($1,000,000 per occurrence), Business Auto Policy ($1,000,000 per occurrence), and Professional Liability Insurance ($1,000,000 minimum).
Proposals are evaluated on weighted criteria: hourly rates (20%), firm qualifications and references (25%), experience (25%), technical approach and delivery schedule (20%), and exceptions and forms compliance (10%). Responses to vendor questions will be posted August 13, 2026, with anticipated award notification by September 28, 2026. No incumbent contract currently exists.
