About this opportunity
The City of Bartow, Florida is requesting proposals under ITB 26-25 for disaster fencing and gate repair services funded through FEMA reimbursement, with bids due August 19, 2026 at 2:00 p.m. EDT and questions due August 11, 2026. The City intends to award contracts to up to two vendors based on lowest responsive and responsible bids, price, and availability.
The scope encompasses removal and disposal of damaged fencing and gates, temporary stabilization, and replacement with chain-link (various heights and gauges), vinyl-coated chain-link, wood, or ornamental aluminum fencing; installation of new posts and concrete footings; and site cleanup. The pricing table includes ten line items with estimated quantities ranging from 200 to 1,000 linear feet for metal fencing, decorative aluminum fencing, wood split rail, vinyl coat fencing, and swing gates in 6-foot and 12-foot configurations. All materials must match existing fencing specifications; no alternative materials are permitted.
The contract term runs through May 31, 2027, to cover the Florida hurricane season, with no renewal options but potential month-to-month extension up to four months if a new bid is not in place. Pricing is firm for the contract duration on an F.O.B. destination basis to Bartow; the City is exempt from sales and excise taxes, which must not be included in bids.
Contractors must mobilize and begin response within seventy-two hours of City notification and designate a primary point of contact available twenty-four hours daily. The successful bidder must have operated under the same name and tax identification number for the past five years, provide three references (at least two from government municipalities) demonstrating similar project experience within the past three years, and maintain commercial general liability insurance of not less than $500,000 per occurrence, commercial automobile liability of $5,000,000 per accident, and statutory workers' compensation coverage. No subcontracts are permitted. The City does not guarantee minimum work volume; services are provided on an as-needed basis.

Update #1 ·
The City of Bartow, Florida ("City) is actively seeking proposals from pre-qualified contractors capable of responding rapidly to repair or replace damaged fencing and gates following hurricanes, tropical storms, tornadoes, flooding events, or other emergencies. The contract establishes predetermined pricing and response expectations, allowing repairs to begin immediately after an event without the delays associated with emergency procurement. This ensures damaged areas can be secured quickly to protect public safety and limit unauthorized access to City facilities.
