The contract term is three years from execution with up to two one-year renewal options at the County's sole discretion, subject to appropriations and satisfactory performance. No minimum amount of work is guaranteed; the County will issue task orders or notices to proceed as needed. Pricing must be submitted using a rate schedule with hourly labor rates for eleven position categories: Program/Account Executive, Debris Project Manager, FEMA PA Project Manager, Field Supervisor, Load-Site Monitor, Disposal-Site/Tower Monitor, Roving/Environmental Monitor, Data Manager/QA-QC, GIS Specialist, PA Project Specialist/Cost Analyst, and Administrative/Document Control staff. Fixed or unit charges for electronic ticketing and technology, mobilization and demobilization, and travel and lodging are required. Cost-plus-percentage-of-cost and percentage-of-construction-cost compensation methods are prohibited.
Evaluation applies a best-value selection weighted as technical approach and understanding (25 points), relevant debris and FEMA PA experience (20 points), key personnel and mobilization capacity (20 points), technology and data integrity (15 points), federal and state compliance and audit readiness (10 points), and price and overall value (10 points). Questions are due August 21, 2026 at 5:00 p.m. Eastern Time. The anticipated award date is September 3, 2026.
