About this opportunity

Martin County is seeking disaster debris management and support services through a competitive procurement process, with proposals due by August 30, 2025. The town aims to secure one or more qualified contractors capable of providing comprehensive professional technical services for responding to natural or manmade disaster scenarios. Contractors must demonstrate extensive experience in disaster debris management, removal monitoring, and comprehensive disaster response and recovery operations. Specific requirements include providing personnel, equipment, plans, procedures, and capabilities for both pre-disaster and post-disaster situations, with services to be rendered on an as-needed basis. The scope encompasses support for events such as tornados, hurricanes, severe weather, and other emergency situations, with a critical requirement that proposers document familiarity and compliance with federal, state, and local guidelines, particularly those related to the Federal Emergency Management Agency (FEMA) Public Assistance Program. The procurement anticipates potential FEMA financial assistance and mandates that all work will strictly adhere to federal laws, regulations, executive orders, and federal cost principles outlined in 2 C.F.R. Part 200.

While specific set-aside designations are not explicitly detailed in the procurement documents, the opportunity appears open to qualified contractors with demonstrated disaster management expertise. The contract will likely require comprehensive documentation of past performance, technical capabilities, and compliance with federal emergency management standards. Proposers must provide detailed evidence of their ability to mobilize resources quickly, manage complex logistical challenges, and support municipal recovery efforts across various disaster scenarios. The procurement suggests a potentially significant contract value, given the comprehensive nature of services required and the potential for FEMA funding. Although specific budget ranges are not specified, the broad scope of services indicates a substantial potential contract that would require robust organizational infrastructure, extensive emergency response capabilities, and a proven track record in disaster management and recovery operations.
