About this opportunity

The Town of Chapel Hill, North Carolina is requesting proposals for disaster debris clearance, removal, reduction, and disposal services under RFP P27-05, with proposals due August 25, 2026 at 12:00 PM EST. The Town intends to establish contracts with a Primary contractor and a Secondary contractor to respond to emergency disaster recovery needs following natural or man-made disasters.

The scope encompasses debris examination, loading, hauling, and disposal across approximately 165 center line miles of Town-maintained roads and 67 center line miles of state-maintained roads, plus parks, alleys, and other designated areas within Town jurisdiction. Services include grinding or incineration reduction and final disposal at approved Debris Management Sites or landfills. Three pre-identified DMS locations in Orange County are available, with Millhouse Road Site and Mincey Road Site designated as primary. Contractors must demonstrate prior experience with at least three debris removal projects exceeding 150,000 cubic yards. Work is performed on an hourly basis for the first 72 hours of emergency road clearance, then unit rates for subsequent work, with tipping fees paid separately at actual cost.

Contractors must hold Worker's Compensation with $100,000 employer's liability limits, Commercial General Liability of $1,000,000 per occurrence, Business Auto of $1,000,000 per occurrence, and Professional Liability of $1,000,000. Performance and Payment Bonds equal to 100% of contract cost are required within 10 days of contract activation. Contractors must be registered with the North Carolina Secretary of State, not debarred in the Federal System for Award Management, and in compliance with E-Verify requirements.

The contract term runs through June 30, 2027, with options to extend for two additional one-year periods. Federal FEMA funding will support payments, contingent upon compliance with 2 CFR Part 200 and FEMA Public Assistance Program requirements. The Town holds 10% retainage until project completion. Written questions are due August 7, 2026, with responses posted August 12. Award notification is anticipated by September 28, 2026.
