About this opportunity
Randolph County, Georgia is seeking competitive sealed bids for Dirt Road Restoration Projects involving the restoration of four rural roads: George Milling Road (two sites), Wilson Road, Foy Arnold Road (two sites), and Mt. Airy Road. The procurement scope encompasses comprehensive road rehabilitation work including grading, shaping, ditching, culvert replacement, erosion control matting installation, native grass seeding, and placement of aggregate materials such as crusher run, #3 and #5 stone, and rip rap, with material quantities varying by site (approximately 835-960 tons of crusher run, 94-162 tons of #5 stone, 70-115 tons of rip rap, and 2,274-5,195 square yards of erosion control matting per location). Qualified contractors must be properly licensed for construction work in Georgia, provide E-Verify Affidavits and Certifications of Non-Segregated Facilities, and submit individual sealed bids for each road in separate envelopes. A mandatory pre-bid meeting is scheduled for Wednesday, April 1, 2026, at 10:00 a.m. at the Randolph Government Center, with sealed bids due by 10:00 a.m. EST on Thursday, April 9, 2026, at which time bids will be publicly opened and read. The selected contractor must complete all work within one hundred twenty (120) consecutive calendar days from the Notice to Proceed, with liquidated damages of $200.00 per calendar day assessed for incomplete work beyond the deadline. Evaluation will be based on qualifications, compliance with requirements, and identification of the lowest qualified, responsible, and responsive bidder, with bids remaining subject to acceptance for sixty (60) days following the bid opening date.
Bidders must submit a bid bond equal to ten percent (10%) of the bid amount, and the successful contractor will be required to furnish both Performance and Payment Bonds each equal to one hundred percent (100%) of the contract amount using sureties listed on the U.S. Treasury Department's Circular 570. The bid document does not identify specific set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organization types. No incumbent vendors, current contractors, or existing infrastructure integration requirements are specified in the available procurement documentation. Payment will be made within thirty (30) days after receipt of each Application for Payment, with contractors responsible for all labor, materials, equipment, and applicable taxes. The county reserves the right to reject any or all bids and to award the contract based on the evaluation criteria outlined. Questions regarding the procurement must be directed exclusively by email to Johnny Duckworth, County Manager, at jduckworth@randolphcountyga.gov, and no specific budget range or award value has been disclosed in the posted opportunity.
