About this opportunity

Leon County, Florida, through ADvancing States, is pursuing a single-source procurement for a Direct Care Careers Platform (DCC) to support Medicaid home and community-based services. The procurement seeks a multi-functional workforce platform that provides a secure, customizable solution addressing direct care workforce challenges. The platform must offer comprehensive features including job postings, candidate profiles, state credentialing repositories, training modules, advanced search capabilities, job and candidate matching functionalities, reporting tools, and a resource library. The platform is specifically designed to enable individuals in Consumer Directed Services (CDS) programs to post service needs and match with qualified direct service workers (DSWs) who possess required skills, certifications, and credentials. The contract is scheduled for execution from July 1, 2025, through June 30, 2026, with proposal submissions due by March 5, 2025. The platform must align with Centers for Medicare and Medicaid Services' Access Rule (CMS 2442-P) and provide robust worker credentialing verification, training management, and beneficiary-worker matching capabilities.

The procurement appears to be a non-competitive, single-source contract specifically awarded to ADvancing States, with an estimated contract value of $250,000. The contract will be executed at a fixed price regardless of user numbers, indicating a predetermined budget allocation. The platform is intended to serve Leon County and potentially other Florida jurisdictions participating in Medicaid home and community-based services programs. While no specific set-aside designations or disadvantaged enterprise requirements are mentioned, the procurement focuses on creating a specialized technological solution for supporting direct care workforce management. The system will integrate capabilities for worker registration, credential verification, training tracking, and service matching, suggesting potential technical integration requirements with existing state Medicaid infrastructure. The procurement aims to address workforce shortages by providing a comprehensive digital platform that streamlines recruitment, credentialing, and service matching for direct care workers supporting individuals who self-direct their medical and personal care services.

Opportunity text

The Direct Care Careers Center (DCC) platform's goal is to better support individuals self-directing their Medicaid home and community-based services and supports through consumer directed services (CDS). DCC enables individuals within the CDS program to post their specific support and service needs via the job posting functionality which then matches their service and support needs (via the job posting template) to a direct service worker (DSW) pool of candidates (or registry) who have the required skills, certifications, and credentials to support the individual directing their own service. The DCC system then enables the individual directing their own services to interact with potential candidates (i.e., DSWs) for their job posting within the system to confirm interest, availability, and start the employer recruitment process.
