About this opportunity
The Florida Fish and Wildlife Conservation Commission is requesting competitive bids for design and construction of a custom Jeep-style swamp buggy for Dinner Island Ranch Wildlife Management Area under ITB FWC 26.27-26, with sealed bids due October 13, 2026 at 2:30 PM ET in Tallahassee and public bid opening the same date and time.
Bidders must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening. Minimum qualifications include evidence of manufacturing at least five swamp buggies within the past ten years with at least one for a government entity, and three references including at least one from a government customer.
The buggy must be capable of safely transporting people and equipment through mud, rocky terrain, wet marshes, and swamps typical of South Florida for prescribed burning, habitat management, and fire suppression. All parts must be new or remanufactured to OEM specifications; salvage and junk yard parts are prohibited. The base bid covers the complete swamp buggy; eight alternate bid items are offered (water pump system, burn fuel pump and wand, additional storage, winches, Bimini canopy, protective cover, radio box, and mobile radio). Bidders must quote all items or the bid will be rejected.
The contract term is one year effective upon issuance of the Purchase Order, with all work including final inspection and delivery completed by June 30, 2027. Payment is structured in five equal installments (20% each) upon completion and inspection of milestones: frame and suspension assembly, wheels and drivetrain assembly, interior components, fuel and storage systems, and final inspection and delivery. The contractor assumes full responsibility for warranty coverage, delivery costs, and defective-item replacement within thirty days of notification, and must provide a one-year warranty on all components, labor, and workmanship plus detailed parts lists, maintenance guides, and technical documentation upon completion.
Award will be based on lowest total bid price to the responsive and responsible bidder. Questions are due September 30, 2026 at 5:00 PM ET. Anticipated notice of intended award is October 16, 2026. Price quoted shall exclude all Federal and State sales or use taxes.
