About this opportunity

The Maryland State Department of Education is soliciting sealed bids through an RFQ from authorized Diligent resellers to renew the State Board of Education's Diligent Community subscription, with bids due November 5, 2026 at 2:00 PM via the eMaryland Marketplace Advantage (eMMA) system. Bidders must hold authorized reseller status, show at least two years of experience reselling Diligent software, and provide at least two references related to that experience. Small, minority, and veteran-owned businesses are encouraged to respond, but the solicitation designates no set-asides.

The SBOE uses Diligent Community to manage board meeting agendas, document management, and voting, and the renewal supports its move to paperless board operations. The solicitation emphasizes strict compliance with WCAG 2.1 Level AA accessibility standards and applicable federal and state laws. Work will be performed at the MSDE Nancy S. Grasmick Building in Baltimore, Maryland.

The total contract value may not exceed $50,000.00 for the one-year term, with monthly billing for services rendered. The anticipated term runs on or about November 24, 2026 through November 30, 2027, with no renewal options specified. The State is exempt from federal excise and sales taxes, but the contractor remains liable for applicable taxes. Award will go to the responsive and responsible bidder offering the lowest total price that meets all mandatory requirements.

Bid submissions require a letter of interest, a resume demonstrating qualifications, a completed Exhibit A bid form with itemized costs, and an updated W-9 if applicable. Questions were due November 2, 2026 at 2:00 PM.
