About this opportunity

The Wyoming Department of Administration & Information, General Services Division is requesting proposals for an enterprise-level digital communication platform for deployment across Wyoming state agencies under RFP 0057-N, with proposals due October 29, 2026 at 2:00 p.m. Mountain Time and written questions due October 13, 2026.

The platform must support multi-channel mass communications via email, SMS, RCS, MMS, and voice messaging to both internal state employees and external citizens. High-volume capability is a core requirement: the platform must handle 60 million or more bundled SMS and RCS messages annually, with WYDOT alone generating over 56.3 million road condition messages annually. The solution must migrate approximately 1.53 million existing subscribers from current platforms without service disruption, support 33 state agencies with concurrent subscriber bases ranging from 1,300 to 150,000 depending on agency, and retain WYDOT's existing WY 511 short code. Game and Fish requires capability to send to 500,000 or more recipients simultaneously and deliver 250,000 or more complex emails within one hour with no downtime on critical communication dates. Secretary of State requires full uptime during election cycles. The platform must integrate seamlessly with Microsoft 365 and Google Workspace, provide mobile applications for iOS and Android with push notifications, and expose APIs for transactional and notification emails, SMS/RCS messaging, and SMTP relay.

Security and compliance requirements include FedRAMP Moderate or High authorization, ISO 27001, SOC 2 Type II, NIST 800-53, StateRAMP, HIPAA, CJIS, and FERPA where applicable. All data must reside within the United States. The vendor must execute a Business Associate Agreement, comply with FCC, CTIA, and TCPA regulations, and meet Section 508 and WCAG 2.1 AA accessibility standards. The vendor must carry cyber liability insurance with minimum limits of $2 million per occurrence and $2 million general aggregate.

The contract term is three years with two optional one-year extensions. The State will evaluate proposals on technical merit (1,200 points) and cost (200 points). Pricing must be submitted on four separate schedules: implementation costs tied to specific deliverables, annual maintenance and support costs with guaranteed maximum escalation, HIPAA compliance and Business Associate Agreement costs, and hourly rates for change orders. Oral presentations may occur in November 2026. Technical and cost proposals must be submitted separately as PDF, Excel, or Microsoft Office format through the Public Purchase online bidding system.
