About this opportunity

Palm Beach County Board of County Commissioners is requesting proposals for a commercial Software-as-a-Service digital client engagement and care coordination platform under RFP 26-081-BW, with proposals due November 12, 2026 at 4:00 p.m. and a selection committee meeting on November 24. A five-point local preference is available to proposers holding a valid Palm Beach County Business Tax Receipt.

The platform must support the Community Services Department and participating provider organizations serving individuals with behavioral health needs, substance use disorders, co-occurring conditions, and other serious or chronic medical conditions. The solution must be configured, customized, integrated, and implemented to enhance participant engagement, communication, care coordination, medication adherence, appointment attendance, access to services and resources, and data-informed decision-making. Proposers must demonstrate three successful implementations of similar platforms within the past five years and provide evidence of financial stability through an independent CPA audit within two years. All subcontractors must register in the County's Vendor Self Service System and comply with criminal history records checks.

The contract runs nineteen months from December 1, 2026 through June 30, 2028, with two optional twelve-month renewal periods at the County's sole discretion. The County pays monthly upon invoice submission to the Finance Department. Contractors must maintain minimum insurance coverage of $500,000 each occurrence for Commercial General Liability and Business Auto Liability.

Evaluation priorities are Platform Capabilities & Project Approach (35%), Interoperability, Data, Security & Technology Readiness (30%), Experience, Qualifications & Demonstrated Outcomes (15%), Implementation, Scalability, Training & Support (10%), and Price Proposal/Overall Value (10%). The question deadline is October 29, 2026 at 5:00 p.m. The Notice of Intent to Award is anticipated November 30, 2026, with contract award January 12, 2027. An Affirmative Procurement Initiative goal exists; Schedules 1–4 are mandatory subcontracting documentation forms for all bid submissions.
