About this opportunity

The Commonwealth of Kentucky, Cabinet for Health and Family Services, Department for Behavioral Health, Developmental and Intellectual Disabilities is requesting proposals for part-time dietitian services at Glasgow State Nursing Facility (GSNF), a 100-bed licensed nursing facility, under RFP 729 2600000510, with proposals due September 1, 2026 at 2:00 p.m. Eastern Time. Written questions are due August 6, 2026. No bidder's conference applies.

The scope calls for a licensed dietitian to deliver clinical and dietary services 12 to 15 hours per week (700 to 800 hours annually), Monday through Friday between 7:00 a.m. and 3:00 p.m. Central Standard Time, beginning November 1, 2026. The dietitian must hold a valid Kentucky license from the Board of Licensure and Certification for Dietitians and Nutritionists and demonstrate experience serving individuals with developmental and/or intellectual disabilities. The contractor is responsible for all salary, benefits, and tax withholding; travel is non-reimbursable and must be factored into the all-inclusive hourly rate. Before work begins, the dietitian must complete criminal background checks, tuberculosis testing, drug screening, and OIG LEIE exclusion verification.

The contract term covers two fiscal years (FY27 and FY28) through June 30, 2028, with renewal options for up to two additional two-year periods subject to approval from the Finance and Administration Cabinet Secretary and the Legislative Research Commission Government Contract Review Committee.

Technical proposals are scored on a maximum of 700 points based on applicant credentials, experience with similar services and populations, staff availability, planning capabilities, and required certifications. Cost proposals carry 300 points; oral presentations are available for up to 200 additional points. Proposals scoring fewer than 420 points in technical evaluation may be eliminated. The lowest-priced proposal receives maximum cost points; remaining proposals score proportionally.

The contractor must maintain Commercial General Liability Insurance ($1,000,000 per occurrence, $2,000,000 aggregate) and Professional Liability Insurance ($1,000,000 per claim). Monthly invoices are submitted electronically within 30 calendar days of service completion and require hours-worked documentation. A HIPAA Business Associate Agreement applies.
