The Commonwealth of Kentucky, Cabinet for Health and Family Services, Department for Behavioral Health, Developmental and Intellectual Disabilities is requesting proposals for part-time Dietitian Services at Glasgow State Nursing Facility under RFP 729, with proposals due September 1, 2026, and written questions due August 6, 2026.
The scope is clinical and dietary services for a 100-bed nursing facility. The dietitian must hold a current license and work 12 to 15 hours per week on-campus, Monday through Friday, between 7:00 AM and 3:00 PM Central Standard Time. The position carries significant compliance obligations: the contractor must execute a Business Associate Agreement for HIPAA-protected health information handling, provide Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate) and Professional Liability Insurance ($1,000,000 per claim), and ensure all staff complete criminal record checks, PPD/TB testing, ten-panel drug testing with Oxycodone, and OIG LEIE exclusion verification before work begins.
Pricing is submitted as an all-inclusive hourly rate; no travel or training costs are reimbursable. The contractor is responsible for all salary, benefits, and tax withholdings. Monthly invoices are due electronically within thirty days of service completion to GSNF.Fiscal@ky.gov.
The contract term runs November 1, 2026, through June 30, 2028, with the Commonwealth retaining renewal rights for up to two additional two-year periods subject to Finance and Administration Cabinet approval and Legislative Research Commission filing.
Technical proposals are scored on a maximum of 700 points based on applicant credentials, experience (including three professional references and prior state facility contract experience), staff availability, and preparation planning. Cost proposals receive a maximum of 300 points, with the lowest priced proposal receiving maximum points. Oral presentations may be required for the top two-ranked vendors and are evaluated on a maximum of 200 points. Technical proposals scoring fewer than 420 points are eliminated from consideration.
