About this opportunity

The North Carolina State Ports Authority is seeking to procure four (4) new DOT/EPA Certified Terminal Yard Trucks through a Diesel Emissions Reduction Act (DERA) National Grant for its Wilmington port operations. The solicitation specifically requests pricing for two truck configurations: a 4x2 DOT/EPA Certified Yard Truck and a 6x4 DOT/EPA Certified Yard Truck, with the latter capable of draying chassis with cargo up to 80,000 pounds. Detailed technical specifications are provided for both truck configurations, covering requirements for wheelbase, frame/chassis, engine, transmission, axles, suspension, and other critical components. The bid evaluation will consider multiple factors including pricing, delivery timeline, past performance, references, and financial stability. The bid is scheduled to be opened on March 31, 2025, at 10:00 AM ET, with a required delivery no later than June 15, 2025. Vendors must complete multiple attachments including pricing forms, HUB supplemental information, customer references, and certifications of financial condition.

The procurement appears to have preferences for North Carolina resident vendors in the event of tied bids. While specific set-aside designations are not explicitly detailed, the solicitation includes HUB (Historically Underutilized Business) supplemental information, suggesting potential opportunities for disadvantaged or minority-owned businesses. The State reserves the right to make separate awards for different line items or to cancel the Invitation for Bid (IFB) if deemed most advantageous. Although a specific budget range is not provided, the procurement is funded through a national grant and involves the acquisition of four specialized yard trucks. The contract will be awarded to the lowest responsive bidder meeting the specified requirements, with an emphasis on compliance with the Diesel Emissions Reduction Act (DERA) Grant Program standards. Vendors will need to demonstrate financial stability, provide customer references, and meet the comprehensive technical specifications outlined in the solicitation documents.
