About this opportunity

The North Carolina State Ports Authority is seeking bids for an Invitation for Bid (IFB #53-25-002) to procure four new DOT Certified Terminal Yard Trucks for use in Wilmington, North Carolina. The procurement is specifically designed to support container and cargo movement, with requirements for trucks capable of draying chassis with cargo up to 80,000 pounds. Vendors must provide pricing for both 4X2 and 6X4 DOT/EPA Certified Yard Trucks that comply with the Diesel Emissions Reduction Act (DERA) Grant Program. The bid responses must be submitted electronically through the Vendor Portal by January 24, 2025, at 2:00 PM ET, with required delivery no later than June 15, 2025. Bidders must be authorized manufacturers or distributors and provide signed manufacturer confirmation of their ability to sell the specified equipment. All pricing must include comprehensive costs for fully assembled and ready-to-use trucks, encompassing shipping, delivery, handling, and administrative fees. The trucks will be evaluated based on compliance with technical specifications, manufacturer authorization, and ability to meet the port's operational requirements.

The solicitation includes specific HUB (Historically Underutilized Business) participation goals, mandating 10% utilization of diverse firms as 1st or 2nd tier subcontractors. While the primary intent is to award the contract to a single vendor, the State reserves the right to make separate awards for different line items. Warranty requirements stipulate coverage from the date of equipment operation for a minimum of twelve months or the full length of the manufacturer's warranty, whichever is longer. The procurement is specifically tied to the Diesel Emissions Reduction Act (DERA) National Grant, suggesting potential funding constraints and environmental compliance requirements. Although a specific budget range is not explicitly stated, the procurement involves four specialized yard trucks, which typically represent a significant capital investment for port infrastructure. The contract opportunity is open to qualified vendors who can meet the technical specifications and comply with the state's procurement guidelines. The jurisdiction of Camden County is noted in the procurement documentation, though the primary operational location will be the North Carolina State Port Authority in Wilmington.
