About this opportunity
The Commonwealth of Kentucky, Kentucky Transportation Cabinet, Division of Purchases is requesting bids for dielectric and structural testing services, with bids due November 2, 2026 at 1:30 p.m. Eastern Time and a tentative award date of November 15, 2026.
The scope comprises two annual line items: 36 structural analysis tests and 36 AC dielectric tests, conducted during the same month each year to maintain an annual cycle. AC dielectric testing includes 69 KV AC tests for 180 seconds on upper boom, 50 KV AC tests for 180 seconds on lower boom insulator, 35 KV AC tests for 60 seconds on individual basket liner, and 21 KV AC breakdown tests on insulating oil in the hydraulic system. Structural analysis tests use magnetic particle testing on critical welded areas and ultrasonic sound testing on critical structural components. All testing must comply with the most recent OSHA requirements. Billing must include state unit number, date and time of testing, and location; testing and billing are submitted to the Branch Manager of C-1 Garage in Frankfort, Kentucky, with accompanying documentation of local signatures verifying test outcome and conduct.
The master agreement runs from January 1, 2027 through January 31, 2028, with an option to renew for four additional one-year periods by mutual agreement. Price increases are not permitted during the initial twelve months; subsequent increases must be justified by industry-wide price changes and requested at least thirty days in advance. Prices are quoted F.O.B. Destination Freight Prepaid and Allowed.
Award is based on lowest price, with the lowest bidder receiving 100 points. The awarded vendor must maintain commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, and automobile liability insurance of $1 million per occurrence if applicable. The Commonwealth makes payment within thirty working days of invoice receipt and service acceptance. The contract does not authorize repair beyond normal inspection procedures.
