About this opportunity

The State of Maine, Division of Purchases, is soliciting bids for diagnostic reagents and tests to supply all state using agencies under a blanket contract with a proposal due date of November 27, 2007. The contract period runs approximately December 1, 2007 through November 30, 2008, with the State reserving the right to renew for two additional one-year increments with contractor consent.

The estimated annual contract value is approximately $50,000, though the actual value will reflect all quantities ordered by state agencies during the contract term, whether exceeding or falling below the estimate. The State expects to award a single contract based on best value considerations, with completeness of product line as a significant evaluation factor. Incomplete bids may be rejected.

Vendors must submit pricing using either a discount method or State Net Pricing approach, with firm pricing required for the contract duration. Pricing must be presented clearly so both the Division of Purchases and using agencies can determine net costs; failure to do so may result in bid disqualification. The State requires acceptance of the Maine Procurement Card as payment with no surcharge allowed. Vendors must accept orders from political subdivisions and school districts at the quoted prices. Price increases are permitted only for documented general industry changes or changes in State or Federal law, with evidence required before approval.

Delivery orders under $5,000 will be emailed directly to vendors; larger orders require Division of Purchases approval. The State reserves the right to cancel contracts with thirty days' written notice or immediately for non-conformance, and contractors must provide detailed purchase summaries as requested. The scope includes over 100 ELISA test kits in single, bulk, and ready-to-use formats, covering controlled drugs, pharmaceuticals, and metabolites.
