About this opportunity

San Mateo Medical Center (SMMC) is requesting proposals for a Diagnostic Imaging Picture Archiving and Communication System (PACS) with proposals due August 7, 2026 at 1:00 PM, and questions due July 17, 2026 at 1:00 PM. A local preference of 5–10% is available under San Mateo County Ordinance Code Chapter 2.89 for local businesses, local nonprofits, and small or micro businesses as defined by the County.

The scope encompasses enterprise-grade PACS implementation supporting radiology, cardiology, and dental imaging with demonstrated EPIC Electronic Health Record integration. SMMC currently performs approximately 65,000 radiology studies, 5,000 cardiology studies, and 8,000 mammography interpretations annually. The project requires migration of existing imaging data from the current ScImage PACS system (in place since 2009) and implementation of advanced visualization capabilities including 3D imaging and multi-planar reconstruction. Critical system requirements include 99.9% system uptime, support for 100 concurrent users minimum, image load times of 2–5 seconds, and data migration with 99.99% validation accuracy. Implementation must be completed within 9–12 months, with a five-year agreement term.

Vendor qualifications must demonstrate successful PACS implementations integrated with EPIC within the past five years, public sector or large health system experience, and three to five client references. Proposals must include comprehensive itemized pricing for software, implementation, migration, training, support services, licensing model, storage scaling, and maintenance.

Evaluation criteria assign 30 points to project approach, 25 points to firm qualifications, 20 points to team qualifications, and 25 points to price. The County retains the right to award to the responsive, responsible proposer offering the best overall value and reserves the right to reject any or all proposals. Contractors must comply with HIPAA Business Associate Agreement requirements, San Mateo County Living Wage Ordinance (minimum $17.00 per hour with annual CPI-U adjustments capped at 3.5%), Section 504 Compliance Assurance, vendor/contractor access security policy, fingerprinting certification for any employee contact with children, and County intellectual property ownership of all work products.
