About this opportunity

The Alabama Department of Human Resources Child Support Division is requesting a quote for LexisNexis Accurint services under a sole-source procurement (Round 1), with quotes due September 4, 2026. This is a sole-source project with no competitive bidding.

The scope is 75 monthly licenses for the Accurint database application, which provides access to last-known and current addresses, employment history, relative locations, and death confirmations. The supplier must deliver advanced linking technology capable of analyzing billions of partial and complete records, generate reports in under 4 seconds, and maintain current and updated data with end-user control over report results.

The service period spans October 2026 through September 2027, divided into two billing segments: October 2026–January 2027 and February–September 2027. Unit pricing is established on a per-month basis for the 75-license package with Net 30 payment terms and invoicing in arrears following service completion.

The combined total contract cost, including any renewals, may not exceed $25,000 across the original agreement and all subsequent renewals over a maximum five-year term from the effective contract date. Annual renewal is possible by written agreement between parties. Price escalation requests may be considered if material, labor, or other contract components increase significantly through no fault of the supplier, provided increases do not exceed industry-specific price indices or Consumer Price Index growth and cannot exceed 5 percent of annual contract cost; all price increases require written approval from the State.

Suppliers must register in Alabama Buys and participate electronically through the Public Solicitation site prior to close. The State is exempt from sales tax and requires acceptance of multiple electronic payment forms (state-issued credit cards, P-cards, electronic fund transfers) at no additional cost. Foreign entities must register with the Alabama Secretary of State before transacting business in the state. Suppliers employing workers in Alabama must provide E-Verify enrollment documentation within five calendar days of notification or face bid rejection.
