About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, acting on behalf of the Department of Health and Human Services, is requesting quotations for manufacturing and installing safety padding in a room at Riverview Psychiatric Center in Augusta, Maine, with quotations due May 20, 2015 at 2:00 p.m. local time. Materials must meet or exceed California Fire Codes with verification and certification attached to the bid; bids lacking these documents may be rejected.

The scope covers safety padding installation on all walls, floors, the interior side of doors, and window/door frames in a room measuring approximately 10 feet by 7.5 feet by 8 feet. The padding must be self-extinguishing, scuff-resistant, easily cleaned, and manufactured with non-slip material to withstand patient attempts at destruction. Appendix B must be completed and submitted with the bid. Bidders must submit unit pricing. All quotations must remain valid and binding for 180 days from bid opening.

Evaluation is based on best value determination considering conformity with specifications and lowest price among compliant bidders. No best and final offers will be requested; bidders are expected to submit their best value pricing with their initial quotation. Payment is made on a net 30 basis following inspection and acceptance by Maine DHHS personnel.

For bids exceeding $100,000, bidders must complete an Economic Impact Form detailing salaries paid to Maine residents, payments to Maine-based subcontractors, and state and local tax payments within the past 12-month period.

Submissions are required through AdvantageME Vendor Self Service (VSS), the State of Maine's electronic procurement system.
