About this opportunity

The Michigan Department of Technology, Management & Budget, on behalf of the Department of Health and Human Services, is requesting bids for printing services on "Eat Safe Fish" educational booklets in five regional versions, with bids due June 16, 2026. Only prequalified vendors are eligible to submit bids; pre-qualification with the Print & Mail Management division must be completed prior to bid submission and takes approximately one week.

The scope comprises printing 8,500 total booklets across five distinct guides: NE Guide (1,500 copies, 68 pages), NW Guide (1,500 copies, 64 pages), SE Guide (3,000 copies, 116 pages), SW Guide (2,000 copies, 128 pages), and UP Guide (1,500 copies, 96 pages). All booklets are finished size 5.5" × 8.5" and require 4/4 color printing with bleeds, 80# gloss cover stock for all versions, and 80# Lynx Ultra text stock for interior pages with saddle-stitch binding along the 8.5" edge. Completion is required within 15 business days of proof approval. Vendors must submit a detailed estimate with their bid; bids lacking this documentation will not be considered. Finished materials must be shipped to Bradley M. Schumann, Print Consultant, at the General Services Building in Dimondale, Michigan, with all shipping costs included and pricing structured as F.O.B. Destination, prepaid to the PMM dock at 7461 Crowner Drive, Lansing, Michigan 48913.

The Department awards contracts based on best price and value to the state, meaning the lowest bidder may not receive the award if quality concerns or inability to meet requirements exist. Payment is by Electronic Funds Transfer only, with undisputed invoices payable within 45 calendar days of the later of invoice receipt or final acceptance. The State reserves the right to inspect work at all reasonable times and will conduct final inspection within 30 calendar days of delivery, with authority to reject non-conforming deliverables or procure replacements at vendor expense. All material becomes State of Michigan property, and vendors must provide electronic copies in source software format with all revisions, fonts, and images, plus PDF versions upon request.
