About this opportunity

The City of Norwich, located in New London County, Connecticut, has issued a Request for Proposal (RFP) through its Public Works & Capital Improvements Committee for the comprehensive development of the Dr. Patrick Cassidy House at 98 Washington Street. The procurement seeks developers from both public and private sectors to preserve, develop, rehabilitate, design, construct, manage, finance, market, lease, and reuse the property. The solicitation is open from June 23, 2025, to July 31, 2025, with a vendor Q&A period running from June 23, 2025, at 9:45:00 AM EDT to July 16, 2025, at 4:00:00 PM EDT. Potential respondents are expected to provide detailed proposals demonstrating their capability to comprehensively transform the property, with submissions to be evaluated based on their approach to preservation, development, and potential economic impact on the City of Norwich. The primary contact for this RFP is Robert Castronova, who can be reached at 860-823-3770 or rcastronova@cityofnorwich.org, located at 100 Broadway Room 105, Norwich, CT, 06360.

The RFP does not explicitly specify set-aside designations or restrictions on respondent types, suggesting the opportunity is open to a broad range of developers and organizations. No incumbent vendors or current contractors are mentioned in the available documentation, and there are no specific details about existing infrastructure or technology integration requirements. The solicitation document does not provide a precise estimated total value or budget range for the project, leaving financial parameters open to developer proposals. The delivery terms are specified as Free On Board Destination, with payment terms to be determined by the vendor. This procurement appears to be part of the City of Norwich's broader ongoing redevelopment efforts, focusing on revitalizing the Dr. Patrick Cassidy House as a strategic property within the city's urban landscape.
