About this opportunity
The Town of Henderson, New York, in partnership with the New York State Department of State, is seeking consulting services to develop a Local Waterfront Revitalization Program (LWRP) for the Town's Lake Ontario waterfront and designated inland waterways. The selected contractor will be responsible for delineating waterfront revitalization area boundaries, conducting comprehensive inventory and analysis of natural and cultural resources, facilitating extensive public engagement through three required public information meetings and regular Waterfront Advisory Committee meetings, developing LWRP policies, proposing land and water uses and projects, drafting implementation techniques including new or amended local laws, and preparing environmental compliance documentation under SEQRA. The contractor must deliver a final LWRP document ready for Secretary of State approval, with all deliverables demonstrating sustainable, resilient waterfront development principles that address climate change, advance community revitalization, expand public access, and incorporate smart growth strategies. Required qualifications include significant experience developing LWRPs in similar communities, with preference given to consultants demonstrating expertise in waterfront planning and local law development. Evaluation criteria include project narrative and design (20 points), clarity of approach including public consultation (20 points), understanding of community outcomes and Department of State requirements (20 points), relevant experience and professional qualifications (15 points), timeliness (10 points), budget clarity (10 points), and MWBE utilization plan (5 points). The RFP was issued on April 22, 2026, with proposals due by 3:00 p.m. on May 21, 2026; contractor selection is anticipated by June 9, 2026, with contract execution by June 26, 2026, and project initiation in July 2026, with completion required by August 31, 2029.
The contract includes mandatory minority and women-owned business enterprise (MWBE) utilization requirements of 30 percent, which must be achieved exclusively through New York State-certified MWBE firms, and a Service-Disabled Veteran-Owned Business (SDVOB) goal of 6 percent. No disadvantaged business enterprise (DBE) goal applies to this procurement, and no incumbent vendors or substantially similar contracts have been awarded within the past five years. The total fixed contract value is $120,000, funded entirely by a grant from the New York State Department of State under Title 11 of the Environmental Protection Fund. Proposals must include detailed budget breakdowns showing estimated hours per task, with all final payments contingent upon acceptance of work products and reports. Qualified finalists may be required to present to the Waterfront Advisory Committee between May 26 and June 5, 2026. Proposals should be submitted in two hard copies or electronic format to Wendy Flagg, Town Clerk, with the Town reserving the right to reject any proposals, extend deadlines, negotiate with bidders, waive informalities, or cancel the RFP.
