The Texas State University System (TSUS) is seeking a qualified, experienced developer to enter into a ground lease for the engineering, procurement, construction, and operation of a Solar Photovoltaic Electric Generation and Research Facility on TSUS-owned land in Hays County, Texas. The project objectives are to provide research opportunities for Texas State University, create a revenue stream, and explore green power offsets. The proposed project consists of a 146-acre Solar Farm and a 13,450 square-foot Research Facility. The selected developer will be responsible for financing, designing, constructing, and operating the Solar Farm, as well as financing, designing, and constructing the Research Facility and transferring ownership to the university. Proposals are due by October 11, 2023, and the selected developer will enter into a 25-year ground lease with TSUS. The university will not commit to purchasing power from the Solar Farm but expects to receive cash rent and recognition for carbon and green energy offsets.
