About this opportunity
The Sacramento County Water Agency (SCWA) is soliciting proposals for professional consulting services to develop and prepare its 2025 Urban Water Management Plan (UWMP), with proposals due by June 30, 2025 at 2:00 pm. The project requires a comprehensive UWMP that meets California Water Code requirements and aligns with the State Department of Water Resources' 2025 UWMP Guidebook. Successful consultants must demonstrate proven experience in urban water management planning, with specific expertise in developing UWMPs for water suppliers with at least 3,000 service connections. Required deliverables include drafting the UWMP, conducting public outreach, incorporating water demand projections, and submitting the final document to the state by July 1, 2026. Key qualifications include comprehensive knowledge of water conservation laws and regulations, including the Urban Water Management Planning Act, Water Conservation Act of 2009, Sustainable Groundwater Management Act, and recent water conservation bills. The agency will evaluate proposals based on the quality of services, experience and qualifications of the firm, and compliance with proposal requirements. The project scope requires detailed work on drought risk assessments, water shortage contingency plans, and energy information reporting, with a project completion deadline of March 6, 2026.
The solicitation does not explicitly mention specific set-aside designations or restrictions on responding organizations. While the RFP does not provide a specific budget range or total contract value, it indicates that compensation will be determined based on the proposed scope of work and will require detailed cost breakdowns. The project encompasses service areas in Sacramento County, specifically focusing on Zone 40 and Zone 41 (both retail and wholesale), which include municipalities such as Sacramento, Elk Grove, Rancho Cordova, Citrus Heights, and Folsom. The geographical context is illustrated in the attached Project Location and Vicinity Map, which provides a clear visualization of the water agency's service boundaries. Potential respondents should have internal staff with knowledge of current water resources planning efforts in Sacramento County, particularly in Zone 41. The contract opportunity requires deep technical expertise in water resource management, water conservation regulations, and comprehensive urban water planning strategies specific to California's regulatory environment.
