About this opportunity

The New Mexico Office of Superintendent of Insurance is procuring licensing examination development and administration services under an emergency determination, with proposals due August 23, 2026. This is a sole-source award to PSI Services, the incumbent contractor selected to avoid service disruption during New Mexico's post-disaster period (severe fires and floods in late June and early July 2026 created urgent demand for licensed adjusters and insurance producers).

The scope encompasses development and administration of comprehensive licensing examinations testing knowledge of insurance law, practice, licensee duties, and general competence across life insurance, accident and health, property, casualty, title, bail, crop hail, consultant, personal lines, and adjuster license types. The contractor must offer examinations at least monthly at five ADA-compliant test centers in Albuquerque, Santa Fe, Roswell, Las Cruces, and Farmington, with additional locations available upon Superintendent approval. Deliverables include maintaining a large bank of state-specific examination questions, providing remote proctored testing via webcam, conducting annual examination development workshops, and producing quarterly statistical reports on exam performance. The required passing score is 70 percent. The contractor must accept major credit cards, debit cards, and checks as payment from candidates.

The contract term is six months, with mandatory operational readiness within 90 days of award. The contract contains no state funding obligation; the contractor's sole compensation derives from examination fees collected directly from candidates at registration.

PSI Services was selected because it holds current, up-to-date examination questions specific to New Mexico law and regulations. The OSI previously contracted with Prometric but discontinued that relationship due to inconsistent communication, cancelled appointments, poor customer service, and inadequate physical testing presence within New Mexico. Transitioning to a new vendor would require several months of question redevelopment and system integration, creating unacceptable service delays during the critical recovery period.
