About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Health Department, is soliciting competitive bids through a Request for Quotation (RFQ) for IT equipment to support the Birthing Futures Workforce Institute, a grant-funded workforce training initiative designed to train and certify 30 maternal and paternal health professionals, community health workers, doulas, and first responders. The procurement encompasses 30 HP 15.6" FHD laptops with Intel Core i7-1355U processors, 16GB RAM, and 512GB SSD storage running Windows 11; 30 SwissDigital VACALLO 16" laptop sleeves; 30 Morpheus 360 Serenity Bluetooth wireless headphones; and one 36-port Tripp Lite AC charging cart capable of storing and charging all devices. Respondents must demonstrate a minimum of three years of experience providing IT equipment to businesses or governmental agencies and must quote on all items as specified in Attachment C. The RFQ was posted on March 25, 2026, with a question submission deadline of April 7, 2026, at 2:00 p.m. EST through the Supplier Portal, and proposal submissions are due on April 27, 2026, at 3:00 p.m. EST through the Bonfire procurement platform. The City will award the contract on a low-bid basis, with delivery anticipated within 10 to 14 days from receipt of the Purchase Order, and successful bidders must execute a City of Detroit Professional Services Contract and maintain property damage insurance of $100,000, commercial general liability insurance of $300,000 minimum, and workers' compensation insurance.
The procurement offers equalization credits for certified Detroit-based businesses, with awards available up to 12 percent above the lowest responsible bid or $100,000, whichever is less. Eligible certifications include Detroit-Based Business (D-BB), Detroit Resident Business (D-RB), Detroit Headquartered (D-HB), Detroit-Based Small Business (D-SB), Detroit-Based Micro Business (D-MB), and other designations, each receiving varying equalization allowance credits ranging from 1 to 5 percent. All respondents must submit completed and notarized City of Detroit Consolidated Affidavits, certificates of authority, non-collusion affidavits, proof of active System of Awards Management (SAM) registration, and certificates of insurance compliant with the sample Professional Services Contract template prior to City Council approval. Pre-award requirements include Treasury Clearance approval, which requires a minimum of ten days following application submission, and SAM registration, which requires ten to fifteen days. The project is 100 percent financed by federal funding, with the City of Detroit awarded $900,000 for the Birthing Futures Workforce Institute program, of which this RFQ represents a portion of that allocation. No incumbent vendors or current contractors are identified in the solicitation documents.
