About this opportunity

Greenville County, South Carolina is seeking a qualified vendor to provide comprehensive commissary services for the Greenville County Detention Center through Request for Proposal #25080. The procurement requires a vendor to manage and operate an inmate commissary system, including providing a wide variety of products, filling orders at least twice per week, and establishing efficient operational procedures. Key deliverables include maintaining an extensive product inventory, offering indigent packages, implementing technological services like kiosks for fund deposits, and providing banking software to track inmate purchases. The proposal requires vendors to demonstrate capabilities in product selection, delivery methods, and detention center-specific operational processes. Evaluation criteria will assess vendor responsiveness, experience, references, cost, commissary selection, proposed staffing, and commission schedule, with each criterion weighted equally at 14.3% of the total score. Critical dates include a mandatory pre-proposal meeting on April 11, 2025, at the detention center, with proposal submissions due by May 12, 2025, at 3:00 pm. The county plans to review proposals from May 12-30, 2025, with a tentative award date of May 30, 2025, and subsequent contract negotiations.

While no specific set-aside designations for disadvantaged enterprises were explicitly mentioned, the RFP indicates the contract will be a one-year term with options to extend for up to four additional one-year periods. The county reserves the right to reject any proposals and will consider factors such as vendor integrity, reputation, and past performance when making the award. The current commissary menu demonstrates an existing infrastructure with a diverse product offering, suggesting the new vendor will need to match or exceed the current service levels. The RFP does not specify an exact budget range, but requires the vendor to provide a commission schedule as part of their proposal. Vendors will need to complete a Substitute Form W-9 for tax identification and vendor registration purposes, and must be prepared to integrate their technological systems with the detention center's existing infrastructure. The comprehensive nature of the RFP suggests the county is seeking a full-service commissary provider capable of managing all aspects of inmate purchasing and account management.
