About this opportunity

Waller County Municipal Utility District No. 46 is requesting sealed bids for detention basin excavation and spoil placement to serve Mirabella Ponds 3 and 5A in Waller County, Texas, with bids due August 12, 2026 at 2:30 p.m. local time.

The scope includes clearing and stripping of approximately 97 acres, excavation of approximately 319,000 cubic yards of earthen material, and installation of 68 linear feet of 24-inch RCP storm sewer. Quantities were tabulated from non-approved construction drawings and may vary. Bidders must submit a completed Texas Ethics Commission Form 1295 with their bid; failure to do so will result in contract award denial. All bidders must comply with prevailing wage requirements as specified in Attachment B.

Bid security equal to two percent of the total bid amount is required, submitted as a bid bond or certified/cashier's check. The successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price and a two-year maintenance bond for 50 percent of the construction cost. The surety company must hold a minimum Best Key Rating of "B+" or better and be authorized to conduct business in Texas. The contractor must achieve substantial completion within a specified number of calendar days from written Notice to Proceed, with contract time subject to limited extensions only for Force Majeure events. A $1,000 per calendar day economic disincentive applies for failure to complete work within the specified contract time. The Owner reserves the right to reject any or all bids and may consider the qualifications and experience of proposed subcontractors and suppliers. The Owner is exempt from Texas sales and use taxes as a political subdivision, and contractors must pass these tax savings to the Owner. A non-mandatory pre-bid conference was held on July 22, 2026; sealed bids were opened on July 29, 2026 at EHRA's office located at 10011 Meadowglen Lane, Houston, Texas.
