About this opportunity

The County of Orange Sheriff-Coroner Department is seeking competitive bids for a quarterly on-site destruction of narcotics and narcotic paraphernalia contract. This fully electronic solicitation requires vendors to provide comprehensive destruction services for a three-year term, with options to renew for two additional one-year periods. The primary location for destruction services is an alley between a parking structure and the Bradley Gates Building in Santa Ana, California, measuring 275 feet long and approximately 12 feet wide. Bidders must demonstrate at least three years of experience in narcotics destruction or hazardous waste management, and provide trained personnel with appropriate certifications and personal protective equipment. Key requirements include compliance with federal, state, and local regulations, including DEA guidelines, California Health and Safety Code, RCRA requirements, OSHA standards, and EPA guidelines. The bid submission deadline is February 11, 2025, at 4:00 pm, with all submissions required through the County's online bidding system. Contractors must maintain comprehensive documentation, including chain of custody and destruction certificates, and follow strict safety and documentation protocols.

While specific set-aside designations are not explicitly mentioned in the documentation, the contract appears to be open to qualified vendors with specialized experience in narcotics and hazardous waste destruction. The solicitation does not indicate any restrictions based on business size, minority status, or disadvantaged enterprise classifications. The exact contract value is not specified, with pricing marked as "TBD" (to be determined), though the bid includes line items for assured destruction of evidence and an environmental fee. The County reserves the right to make multiple awards or reject any bid, suggesting flexibility in the procurement process. The contractor will be responsible for collecting and transporting narcotics, with the County providing security during the destruction process. Successful bidders must have an emergency response plan and maintain all necessary permits and licenses for handling and destroying controlled substances and hazardous materials.
