About this opportunity
The State University of New York at Oswego is requesting qualifications for design services for the Laker Hall Electrical Upgrades project under RFQ 100310, with qualifications due January 7, 2026 and anticipated contract award in March 2026. SUNY has established MWBE participation goals of 30% overall (16% MBE, 14% WBE) and a 6% Service-Disabled Veteran-Owned Business (SDVOB) participation goal.
The scope encompasses complete architectural, engineering, and environmental design and construction administration for electrical system upgrades to Laker Hall, including removal and installation of new electrical service, motor control center, switchgear, transformers, and related infrastructure. The design must address past-useful-life equipment, comply with current applicable codes, include phasing to connect all facility systems to newly upgraded equipment, and proceed through Schematic Design, Design Development, and Construction Documents phases. The consultant will provide bidding period support, answer RFIs, attend contractor pre-bid walkthroughs, and provide comprehensive construction administration including site visits, submittal processing, bi-weekly meetings, and final closeout documentation. Construction is scheduled for summer 2027, mid-May through August 15.
The estimated project construction budget is $1.4 million. The design fee will be negotiated with the selected consultant following qualification-based selection; no cost proposals should be submitted with qualifications. The resulting agreement will be a Lump Sum consultant contract governed by SUNY's standard contract terms and conditions and New York State statutes.
The selection committee will short-list five firms based on firm and personnel qualifications, experience with similar projects, design approach and capability, schedule availability, MWBE participation, and references. Addendum No. 1 was issued on December 10, 2025 and must be acknowledged with submission. Responses must be received at SUNY Oswego Purchasing Department, 402 Culkin Hall, Oswego, NY 13126 by 4:00 p.m. A facility tour and review of existing drawings can be arranged by contacting Richard Merritt, Purchase Associate, at 315-312-2208.
