About this opportunity
The Georgia Department of Corrections is soliciting responses from registered engineers and architects for design and construction administration services on Mental Health Level Three HVAC systems at Georgia State Prison in Reidsville, Georgia (project GDC-22-GEOR-SP-006-DP), with qualifications due August 17, 2021.
Respondents must be licensed to practice engineering or architecture with a principal office in Georgia. The scope includes schematic design, design development, construction documents, and construction contract administration for HVAC systems serving four units (DE-2, DW-2, DW-3, DW-4). The design must incorporate electrical surveys to verify existing system capacity for added HVAC load, structural surveys of the roof system, air sterilization in all designed HVAC units, and asbestos and lead testing. Any required asbestos-containing material or lead abatement work will be deferred to the construction phase, and air monitoring will be added as a contract amendment.
This is a qualifications-based selection, not a competitive bid. Submissions must include a letter of interest, a current GSA Standard Form 330 (Architect/Engineer Questionnaire), and a notarized executed Contractor Affidavit under O.C.G.A. 13-10-91(b)(1). Written responses must be mailed or shipped — email and hand delivery are not accepted — to arrive by 3 p.m. EST on August 17, 2021. The GDC will evaluate initial qualifications and invite three or more highly qualified firms for interviews and an optional site visit. Selection criteria include organization, design ability, past performance, ability to meet time requirements, budget limitations, and professional experience. All inquiries must be directed to Fred Hastings; contact with other department representatives may result in disqualification. The GDC reserves the right to reject any or all submissions and to waive technicalities at its discretion. PFA Engineering was the selected awardee for this project.
