About this opportunity
Brazoria County is requesting statements of qualifications from design firms to provide professional services for planning and design of a public archery target range facility under Grant Project Number WR-TX-W 25100, with sealed responses due May 26, 2026 at 11:00 a.m. Central Standard Time. This sub-award is funded through the U.S. Fish and Wildlife Service under the Wildlife Restoration-Section 4c Grant Program and is contingent upon fund availability.
The scope includes engineering design plans, environmental and cultural assessments, and regulatory coordination for a 20-lane archery range (approximately 90' × 200') with earthen berm and fencing, a 28' × 80' covered concrete shooting structure, a 60' × 200' parking lot, and a 24' × 40' prefabricated storage building. Respondents must submit organizational charts with key personnel, resumes, three sample projects completed within the last three years with similar scope, client references, and a detailed technical approach demonstrating knowledge of local regulatory agencies.
The design services budget shall not exceed $250,000. The contract term begins upon award and continues until project completion. Evaluation criteria are technical approach (20 points), firm experience and references (40 points), workload capacity (10 points), and professional qualifications and individual experience (30 points), with potential bonus points up to 15 for interview performance.
The contract is subject to federal compliance requirements including Davis-Bacon prevailing wage standards, Copeland Anti-Kickback Act provisions, clean air and water pollution control act compliance, equal employment opportunity standards, and debarment certification. Disadvantaged and minority-owned businesses are encouraged to participate, and contractors must maintain active status on SAM.gov and comply with Texas Comptroller Taxable Entity website requirements. A pre-offer meeting is scheduled for May 5, 2026 at 10:00 a.m. at the Parks Headquarters Building in Angleton, though attendance is not mandatory. Questions are due by May 8, 2026.
