About this opportunity

The North Fulton Community Improvement District (True North 400) is soliciting Statements of Qualifications from qualified engineering firms to provide design services for the Hembree Road Widening Project in Alpharetta and Roswell, Georgia. The scope encompasses approximately 0.55 miles of roadway improvements from Willis Road to Maxwell Road, including design of 11-foot lanes with 5-foot planting strips, 8-foot sidewalks, lighting on the south side of the roadway, and signal upgrades at Willis Road and Maxwell Road intersections. The initial phase requires concept design validation and Subsurface Utility Engineering (SUE) Level B minimum survey, with potential future phases including preliminary construction plans, final construction plans, environmental permitting, and erosion control planning. The Prime Consultant must be prequalified by the Georgia Department of Transportation (GDOT) in Area Class 3.02 (Two-Lane or Multi-lane Urban Roadway Design), and the overall team must include prequalifications in NEPA, traffic analysis, landscape architecture, utility coordination, surveying, and hazardous waste assessment. Three Key Team Leaders are required: a Project Manager, Roadway Design Team Lead, and Utility Coordination Team Lead. Evaluation criteria are two-phased: Phase I evaluates Project Manager and Key Team Leader experience (30 percent) and Resources and Workload Capacity (20 percent); Phase II evaluates finalist interviews on technical approach (40 percent) and past performance (10 percent). Sealed Statements of Qualifications are due by 2:00 PM on May 7, 2026, at True North 400's offices in Alpharetta; a virtual Offerors Conference will be held on April 17, 2026, at 10:00 AM, and the written questions deadline is April 23, 2026, at 2:00 PM. Finalist interviews are anticipated for mid to late June 2026, with the contract structured as a multi-phase, project-specific agreement with a maximum five-year term.

The procurement documents do not specify set-aside designations or restrictions limiting responses to particular enterprise categories. Firms must submit audited overhead CPA reports, maintain accounting systems compliant with federal regulations (48 CFR Part 31), provide professional liability insurance of at least $1 million, and execute notarized Certification Forms and Georgia Security and Immigration Compliance Act Affidavits. No incumbent vendors or current contractors are identified in the solicitation materials. Federal funding is not anticipated for this project. The contract amount will be determined through negotiations with the highest-ranked firm, with pricing potentially structured as lump sum, cost-plus-fixed-fee, cost-per-unit-of-work, or specific rate of compensation arrangements; True North 400 reserves the right to negotiate with subsequent ranked firms if negotiations with the top-ranked firm are unsuccessful. No specific budget range or award value is listed in the solicitation documents.
