Main Street, Raeford. The project is federally funded through the North Carolina Department of Transportation (NCDOT), which requires all primary and subconsultant firms to be pre-qualified by NCDOT and hold specific Discipline Codes: Categorical Exclusions (32), Environmental Assessment/Finding of No Significant Impacts (63), Pavement Design (152), Pavement Markings Plans (155), Public Involvement (171), and Urban Roadway Design (269). Evaluation criteria are equally weighted at 25% each: relevant project experience, technical expertise and capacity, project management approach, and past performance and references. Payment is structured as four equal installments tied to design milestones, with one quarter potentially issued in advance, one quarter at 50% design completion, and two quarters at subsequent milestones.
