About this opportunity

The City of Arvada is requesting proposals from qualified engineering consulting firms for final design services for the 80th Avenue Signal Improvements project, with proposals due October 8, 2026 at 2:00 p.m. MDT and a pre-proposal meeting scheduled for September 21, 2026 at 9:00 a.m. MT via Zoom. This project is partially funded by Federal Highway Safety Improvement Program (HSIP) grants administered through the Colorado Department of Transportation, requiring adherence to CDOT Design Manuals and Standard Specifications and the City of Arvada Engineering Code of Standards and Specifications.

The scope encompasses final design services for signal improvements at eleven signalized intersections along West 80th Avenue, including flashing yellow arrow phasing conversion, retroreflective backplate installation, single overhead signal per lane upgrade, pedestrian countdown indications, accessible push buttons, Pan Tilt Zoom cameras, radar detection systems, cabinet and controller upgrades, new luminaires and mast arms, ADA-compliant curb ramps, and pavement restoration. Deliverables include project coordination, data acquisition and survey, environmental documentation, right-of-way acquisition, utility coordination, and design plans at 30%, 90%, and 100% completion stages with final construction bid documents.

The City of Arvada evaluates proposals on a best value basis using the following criteria: project approach and safety (20%), detailed scope of work and implementation effectiveness (30%), organization and schedule (15%), assigned staff qualifications and experience (20%), firm capability and availability (10%), and performance measures (5%). Pricing will be negotiated on a cost-plus fixed fee basis with the highest-ranked proposer; only that proposer's cost proposal will be opened initially. Questions are due September 25, 2026 at 2:00 p.m. MT. Contractors must comply with federal nondiscrimination, equal employment opportunity, Contract Work Hours and Safety Standards Act, and environmental regulations. Insurance requirements include commercial general liability ($1 million each occurrence), workers' compensation, automobile liability ($1 million combined single limit), professional liability ($1 million each claim and annual aggregate), and cyber/network security and privacy liability ($1 million each occurrence and $2 million aggregate), with the City of Arvada and CDOT named as additional insureds where applicable.
