About this opportunity
The State University of New York at Oswego is requesting qualifications for design services to rehabilitate a pedestrian footbridge located between Tyler and Seneca Hall on campus, with responses due January 16, 2026. The procurement is structured as a lump sum agreement.
The scope encompasses comprehensive design for footbridge rehabilitation addressing documented structural deficiencies. A Pedestrian Bridge Inspection Report from April 2023 identifies deep spalling on the deck underside with exposed debonded reinforcement, significant asphalt wearing surface damage, substantial erosion around abutments and wingwalls, and concrete spalling with exposed reinforcement; the bridge received an overall rating of 4 on the NYSDOT 1–7 scale. Design recommendations must address concrete restoration, asphalt replacement with improved waterproofing and drainage, and erosion mitigation. Additionally, a Johnson Hall Mold and Moisture Study from September 2025 identifies humidity and mold issues attributed to mechanical system design deficiencies, with phased remediation options ranging from thermostat controls to dehumidification units to reheat coil installation, providing context for integrated design considerations on campus.
Contracting goals apply: 6% Service-Disabled Veteran-Owned Business participation, 16% Minority Business Enterprise participation, and 14% Women Business Enterprise participation. No identical or substantially similar contract has been awarded within the past five years, and no incumbent is identified.
Responses must be submitted to the SUNY Oswego Purchasing Department, 402 Culkin Hall, Oswego, NY 13126. Respondents are encouraged to tour the facility and review existing drawings by contacting Richard Merritt, Purchase Associate, at 315-312-2208 or via email. Addendum 1 changed the due date from January 9 to January 16, 2026; bidders must acknowledge the addendum with their submission.
