About this opportunity

The Gila River Indian Community's Department of Land Use Planning and Zoning Flood Control Engineering is soliciting design services for erosion mitigation at a single-family residence in District 5, with proposals due July 10, 2026 (written questions due June 15, 2026). A preference of up to 15 points on a 125-point scoring system applies to Community/Native American-owned firms.

The scope includes construction-ready design plans and drainage reports to mitigate headcut and scour erosion on a 1.0-acre parcel in Casa Blanca (Section 23, Township 3 South, Range 4 East). Deliverables span hydrologic and hydraulic calculations, grading and drainage plans, probable construction cost estimates with bid tabs, soil testing coordination, and support for obtaining Certificate of Compliance and Bureau of Indian Affairs Encroachment permits. The design must address gully erosion depths of approximately four feet and channel widths of thirteen feet through specified geoweb systems, riprap (D50 specifications of 6 and 12 inches), concrete ford crossings per MAG Standard Detail 552, non-woven geotextile separation, and 4:1 side slopes. Earthwork quantities total 554.77 cubic yards net (616.54 cubic yards cut, 61.77 cubic yards fill). Construction must comply with MAG Uniform Specifications and Details for Public Works Construction.

The engineer must complete all design work within 60 calendar days of Notice to Proceed, with intermediate stop-work points at 30% and 60% completion. The community will make monthly progress payments 30 days after billing approval. The engineer must maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Professional Liability ($1,000,000 per claim), Automobile Liability ($1,000,000 combined single limits), and Workers Compensation, with the community named as additional insured.

Evaluation is weighted as follows: firm management and team quality (30 points), experience with similar projects (30 points), schedule feasibility and current workload (20 points), cost competitiveness (20 points), technical approach (10 points), and Community/Native American ownership preference (15 points maximum). The selection committee will meet tentatively on July 14, 2026, with selection anticipated July 16, 2026.
