About this opportunity
The City of Lubbock, Texas is requesting qualifications for Design Phase Professional Services Prequalification to support stormwater analysis, modeling, and construction phase services, with submissions due October 1, 2026 at 2:00 p.m. This is a two-step prequalification process; the City will short-list up to five firms based on written materials evaluation, then conduct negotiations on a per-project basis following potential interviews and City Council approval.
The scope encompasses three ranked service areas: watershed boundary and drainage studies to identify existing and potential stormwater issues; stormwater system improvements design and construction; and playa and canyon lake restoration to address capacity loss and sedimentation impacts. Required services include master drainage plans, watershed studies, hydraulic and hydrological modeling using Stormwise (ICPR), stormwater quality best management practices, regional detention facilities, flood mitigation studies, and construction phase stormwater compliance. Firms must demonstrate relevant project experience through statements of qualifications and project references including scope, year, budget, and firm role.
Submissions must be made electronically through the Bonfire Hub portal and must not exceed 35 pages. Required materials include a letter of interest, cover sheet, table of contents, statement of qualifications form, and response to selection criteria. Notably, no statement of fees, hourly rates, or fixed proposal costs shall be included in submissions, and selection of a firm does not guarantee a specific amount of work or compensation.
The procurement is subject to Texas Government Code Chapter 2254. Contracts exceeding $1 million or requiring City Council action require disclosures of interested parties under House Bill 1295. The City reserves the right to cancel the RFQ, reject all submittals, waive informalities, and exercise audit rights over contractor records. All funding is subject to City Council annual appropriation availability.
