About this opportunity

The City of Decatur is requesting proposals for design, engineering, bid assistance, and construction administration services for a microgrid system installation at the Decatur Police Department (420 West Trinity Place, Decatur, Georgia), with proposals due October 13, 2026, and a mandatory pre-proposal conference and site walkthrough on September 21, 2026 at 1:30 p.m. This project is funded in whole or in part through a federal DOE grant and is subject to Build America, Buy America provisions and domestic content requirements — a decision-flipping compliance obligation that the selected consultant must address in specifications, identify compliant equipment during design, and document throughout.

The scope encompasses design and engineering for a 170 kW solar photovoltaic generation system, a 250 kW/500 kWh battery energy storage system, and a DC fast charger for electric vehicles. Deliverables include site investigations, electrical load profiling, critical load assessment, microgrid architecture development, utility coordination with Georgia Power (including assistance with the Georgia Power Make Ready Program), commissioning and testing plans, and an opinion of probable construction cost.

The selected consultant must carry a minimum of $2 million in professional liability insurance and a $5 million umbrella policy, with the City named as an additional insured. Required qualifications include demonstrated experience with at least two successfully designed and commissioned microgrid projects for local governments within the past ten years, experience with DC fast charging infrastructure design, and experience with federally funded projects subject to domestic content requirements.

Evaluation criteria prioritize technical merit, project team qualifications, relevant experience, and approach to work over fee. The City anticipates award recommendations by October 19, 2026, notice of award on October 20, 2026, and work commencement in November 2026. Questions are due October 2, 2026 at 4:00 p.m. Proposals must include an original and six copies plus digital submissions (Microsoft Word and PDF) on thumb drive, limited to 20 double-sided pages.
