About this opportunity
Escambia County, Florida has issued a Request for Letters of Interest (RLI) for Design Criteria Professional (DCP) Services for the New Kingsfield Road Fire Station Project. The county is seeking qualified firms registered under Chapter 481 or 471, Florida Statutes, to prepare a comprehensive Design Criteria Package for a new fire station to be delivered through a Design-Build contract. The selected consultant will be responsible for developing design criteria, serving as the county's representative during Design-Builder selection, reviewing detailed working drawings, and evaluating project conformance during construction. The project involves creating a Category 5 hurricane-resistant facility capable of accommodating three rotating crews of 8-10 firefighters. A pre-solicitation meeting is scheduled for October 24, 2025, at 10:30 am via Microsoft Teams, with final responses due by November 7, 2025, at 10:30 am through the county's procurement portal. The evaluation process will utilize a 100-point scoring system, with points distributed across six criteria: Respondent's Statement of Qualifications (20 points), Experience and Performance on Past Projects (25 points), Litigation and Claims (20 points), Current Workload (10 points), Project Specific Criteria (20 points), and Office Location (5 points).
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The project will be located on a 4.63-acre parcel at 551 W. Kingsfield Road in Cantonment, Florida, with utility services from Emerald Coast Utilities Authority and Farm Hills Utilities, Inc. The site features varying elevations, multiple soil types, and considerations for wetlands and flood hazard areas. While no specific budget range is provided in the documents, the comprehensive nature of the project suggests a significant investment in public safety infrastructure. The county will award the contract to the firm achieving the highest final score, reserving the right to reject any non-conforming proposals. Respondents must demonstrate extensive experience in preparing design criteria packages for public safety or governmental facilities, with a focus on technical expertise, project management capabilities, and local agency coordination.
