About this opportunity
The City of Port St. Lucie, Florida is requesting qualifications for design criteria professional services for the California Corridor Widening Project, Phase 1 under an RFQ, with responses due July 30, 2026 at 3:00 p.m. The consultant must qualify as a design criteria professional under Florida Statutes Section 287.055 and is barred from subsequently rendering services under any resulting design-build contract — a decision-flipping eligibility restriction that filters who can participate.
The scope spans the California Boulevard corridor extending from St. Lucie West Boulevard to approximately 1,000 linear feet south of Crosstown Parkway. Deliverables include a Design Criteria Package covering project management, data collection, conceptual and preliminary design, drainage and water quality analysis, traffic engineering, utility coordination, environmental and permitting coordination, and preliminary design criteria plans in 11" x 17" format with a 10-business day City review period. The final package must include cost estimates, geotechnical and survey reports, and quality assurance documentation. The project proposes widening California Boulevard to a four-lane divided configuration, adding 8' to 12' multi-modal and shared-use paths on both sides, evaluating intersection improvements at Heatherwood Boulevard including roundabout considerations, analyzing lighting needs, conducting subsurface utility engineering, and evaluating drainage and stormwater systems. The consultant is responsible for all coordination with permitting and utility agencies and stakeholder engagement including City Council and the public.
The initial contract term is 120 calendar days from execution, with potential extensions by written consent. Project funding derives from Half-Cent Sales Tax revenues programmed for FY25/26 design services. Insurance requirements include Commercial General Liability of $2 million aggregate, Business Automobile Liability of $1 million per accident, and Professional Liability or Errors and Omissions of $2 million per occurrence, with the City named as additional insured and a waiver of subrogation required.
Evaluation follows Florida's Consultants' Competitive Negotiation Act: a qualifications phase with shortlisting of a minimum of three firms for presentations, followed by selection of the top-ranked firm for pricing negotiations. Pricing is not submitted during initial qualification. A non-mandatory pre-proposal meeting is scheduled for July 9, 2026 at 4:00 p.m. at Port St. Lucie City Hall. Written questions are due July 17, 2026, with responses provided by July 23, 2026.
